To switch to aggregation of electricity from PV systems, biogas, or wind power plants, technical and regulatory requirements must be met. This article explains the regulatory requirements for different system sizes.
General Prerequisites for Aggregation
There are three basic regulatory requirements for switching to aggregation:
- The meter must allow for 15-minute balancing of feed-in. For systems under 100 kWp, this currently requires an intelligent metering system (iMSys). For systems above 100 kWp, an RLM meter is required.
- Remote controllability of systems larger than 25 kWp.
- Access to real-time feed-in data for systems larger than 25 kWp.
Please note: The costs for technical equipment required for aggregation must be borne by the system operator.
Requirements for Systems up to and including 25 kWp
The Intelligent Metering System
You need an intelligent metering system to participate in aggregation. If you already have an iMSys installed, for example by your default metering operator, you can use it for aggregation with LUOX Energy. For more information, see our knowledge article 'Smart Metering und iMSys'.

Remote controllability and real-time feed-in data not required
Due to Solarpaket 1, the obligation for remote controllability by the aggregator has been removed. The requirement to provide real-time feed-in data has also been removed.
Requirements for Systems Above 25 kWp up to 100 kWp
The Intelligent Metering System
You need an intelligent metering system to participate in aggregation. If you already have an iMSys installed, for example by your default metering operator, you can use it for aggregation with LUOX Energy.

Setting up Remote Controllability
In this system range (25–100 kWp), remote controllability by the aggregator is still required. Currently, this can be implemented using an aggregation interface. Your PV installation company is your first point of contact. LUOX Energy supports a wide range of interface providers for remote control.
Retrieving Real-Time Feed-In Data
We receive real-time feed-in data via the aggregation interface (see below).
Requirements for Systems Above 100 kWp
RLM Meter
The RLM meter measures in 15-minute intervals. We receive the measured values directly from your metering operator.
Setting Up Remote Controllability & Real-Time Feed-In Data
Remote controllability is implemented via an aggregation interface. Your PV installation company is your first point of contact. LUOX Energy supports a wide range of interface providers for remote control. The aggregation interface is also used to retrieve real-time feed-in data.

After the interface is installed, a proof of installation must be submitted by the installer. If the installer needs a VPN certificate from LUOX Energy, they can contact our support team atkontakt@luox-energy.de.
Requirements for Meter Cabinet Installation
- The meter cabinet must be freely accessible to enable maintenance and inspection.
- The meter installation must comply with the current technical connection conditions (TAB).
- Touch protection for live parts must be ensured.
- In new buildings, approval by an electrician is required prior to installation.
- A 3-point mounting system or plug-in meter slot must be available.
- For LTE mobile communications, a minimum speed of 10 Mbps (up-/download) and sufficient signal strength must be available even with closed doors and windows.
- For LAN connections, a 1-meter exposed LAN cable from the customer’s router to the meter cabinet must be available; the router must remain operational at all times.
