Smart meters (intelligente Messsysteme, or iMSys) are a key component of the energy transition. They not only allow precise tracking and monitoring of electricity usage but also provide the foundation for  dynamic electricity tariffs and aggregation. In this article, you'll learn how and where to get a smart metering system.

What Is a Smart Metering System?

A smart metering system (iMSys) consists of a digital electricity meter and a secure communication unit that transmits consumption data to the responsible metering operator. This allows you to monitor your electricity usage remotely and optimize your energy consumption – with no need for manual readings.

Who Is Entitled to a Smart Meter?

Households and businesses with annual consumption over 6,000 kWh a year

For these users, installation of an iMSys is mandatory.

Households with lower consumption

From 1 January 2025, all grid users have the right to request the installation of a smart meter from their default metering operator. Alternatively, you can apply through a competitive metering operator.

How to Get a Smart Meter

Default metering operators

As of 1 January 2025, default metering operators are required to install a smart meter upon customer request. These operators are typically linked to your local grid operator and are responsible for metering within a grid region.

You can find out who your default metering operator is by checking your most recent electricity bill. Alternatively, visit the VNB.digital portal to identify your local grid operator. Their website will contain further information on metering services and provide contact options for requesting a smart meter installation.

If the default metering operator is unable to install the system within a reasonable time, you can choose to work with a competitive metering operator instead.

Competitive Metering Operators

Competitive metering operators (wettbewerbliche Messstellenbetreiber) are not limited to specific grid regions, they operate nationwide.

How Much Does a Smart Meter Cost?

Through a default metering operator

If installation is requested by the customer, the operator may charge a one-time fee of up to €100. Annual costs for metering services depend on your electricity usage or system size.

By annual electricity consumption:

  • under 6.000 kWh: 30€/year
  • 6.000 – 10.000 kWh: 40€/year
  • 10.000 – 20.000 kWh or controllable consumption devices under Section 14a EnWG (such as a heat pump, EV charger, or battery storage): 50€/year

By system size:

  • Up to 15 kWp: 50€/year
  • 15-25 kWp: 110€/year
  • Over 25 kWp: 140€/year

An additional €50/year applies if control functionality is installed (more details available on the Federal Network Agency website).

Through a competitive metering operator

These operators are not subject to regulated price caps and may charge higher fees for installation and service. Be sure to check costs in advance.
